Admin 821867631c pushover-notify reads PUSHOVER_TOKEN and PUSHOVER_TARGET from Service.Secrets when the job has MASTER_KEY 
PUSHOVER_APP_TOKEN and PUSHOVER_USER_KEY were mapped from Actions secrets that exist nowhere, so no deploy or publish notification has been sent. The keys live in Service.Secrets; the env pair still wins when a job sets it.

Forgejo.Package.Actions

Shared composite actions for this account's package-publish and deploy workflows.

Action What it does
nuget-publish Restores, tests and publishes every NuGet package in a repository to this account's private feed
nuget-publish-public Restores, tests and publishes every NuGet package in a repository to the public nuget.org feed
pypi-publish Installs, tests and publishes a Python package to this account's private feed
dart-publish Resolves, tests and publishes a pure Dart package to this account's private pub feed
flutter-publish The same, for a package that depends on the Flutter SDK, which dart pub get cannot resolve. Needs a job running in a Flutter container
dart-cleanup Deletes a Dart pub package's prerelease versions published from a now-deleted branch
docker-deploy Deploys a service's docker-compose.prod.yml on whichever VM's runner picked up the job
board-lint Checks an Agents/BOARD.md against the Protocol.Agents finishing rules
pushover-notify Sends a Pushover notification; shared by every publish and deploy action above

Every publish action follows the same conventions: convention over configuration (no per-repo config file), a Version.txt beside the package marks the version to publish, publishing is idempotent against the feed itself rather than a git tag, and only pushes to main publish.
